Regulation (EU) 1215/2012 applies to the recognition and enforcement of decisions made in court proceedings prior to the end of the transition period, as well as formally established or registered or judicial transactions that were authorized or concluded before the end of the transitional period; the applicant has access to legal and, if necessary, administrative appeals in the host Member State against any decision to refuse resident status. The appeals process examines the legality of the decision and the facts and circumstances on which the proposed decision is based. These appeal procedures ensure that the decision is not disproportionate. 1. Regulation (EU) 952/2013 applies to summary declarations of entry to a first-visit customs office pursuant to Chapter I of the title of this Regulation before the expiry of the transition period, and these declarations have the same legal effects on EU customs territory and on the customs territory of the United Kingdom after the end of the transition period. If an article 18, paragraph 1 application is accepted before the end of the transitional period, the host Member State cannot withdraw the decision to grant resident status before the end of the transitional period for reasons other than those covered by Chapter VI and Article 35 of Directive 2004/38/EC. Special obligations arising from international agreements The United Kingdom has launched the formal process of withdrawal negotiations by formally informing the European Council of its intention to leave the EU.
